Panel split over release of 1993 Delhi bomb blast convict Davinder Pal Singh Bhullar – The New Indian Express

NEW DELHI: The Sentencing Review Board (SRB), which is considering the reasons for the early release of a convict for the 1993 Delhi bomb blast, postponed the decision on Wednesday on the grounds that the “feared terrorist “was responsible for the deaths of several people, sources said on Thursday.

Davinder Pal Singh Bhullar, the convict, is incarcerated in Amritsar prison. He was sentenced to life imprisonment after the Supreme Court commuted his death sentence.

Some members of the Sentencing Review Board (SRB) are not in favor of Bhullar’s early release despite his “poor state of health” and “vegetative state”, sources said.

However, Home Minister Satyendar Jain, who leads the seven-member SRB, had stressed at a recent meeting that the Centre’s instructions to grant Bhullar a special discount were binding on the Delhi government.

He also decided to consider the board’s legal position regarding his appeal on a matter and whether the matter should be referred directly to Lt. Governor Anil Baijal for a final decision, sources said.

At the SRB meeting, Jain had pointed out that the Centre’s instructions to grant special discount to Bhullar were binding on the Delhi government, they said.
